Beauty salon and spa marketing in Turkey (2026): legal limits and ad ideas that work
How to advertise a beauty salon or spa in Turkey: the “güzellik salonu” rule, laser and IPL limits, Meta’s 18+ rule, and ad ideas that work.

The first thing to know before advertising a beauty salon in Turkey is a little ironic: salons may not call themselves a “beauty centre” (güzellik merkezi) in their ads. Under Turkey’s Regulation on Workplace Opening and Operating Licences, a beauty salon’s ads, signs and printed materials may not use “expressions evoking a beauty centre” and must clearly say “güzellik salonu” (beauty salon). The same regulation bans advertising medical procedures such as acne treatment or skin rejuvenation with laser or IPL. Meta, meanwhile, allows ads for cosmetic procedures and weight loss only to people aged 18 and over.
The good news: you can advertise very effectively within the rules. Short answer: In Turkey, use the words “güzellik salonu” in salon ads, don’t promise unproven effects, and never promote medical laser or IPL treatments or injections. On Meta, show cosmetic procedures only to people aged 18+. Advertise the experience, not the result: the space, the touch, the specialist and easy booking.
The legal framework: what salons can’t advertise
Beauty salons in Turkey haven’t been classed as health facilities since 15 February 2008; they are licensed by municipalities. According to the Istanbul Provincial Health Directorate, a new “beauty centre” can no longer be opened (Istanbul Provincial Health Directorate). The beauty salon section of the licensing regulation (mevzuat.gov.tr) says:
- Name (16.1): ads, signs and printed materials may not use expressions evoking a beauty centre and must clearly say “güzellik salonu”.
- Claims (16.2): no misleading ads promising effects beyond the proven effects of the machine or product used. Under Turkey’s Consumer Protection Law, advertisers must also be able to prove their claims (Law No. 6502).
- Laser and IPL (16.3): medical procedures such as treating acne, skin rejuvenation, vascular veins or pigmented lesions with laser or IPL may not be performed, advertised or promoted in any way. For hair removal, only IPL in the 600–1200 nm range and diode lasers made solely for hair removal, not exceeding 20 J/cm², may be used.
- Invasive procedures (16.4 and 16.5): even if a doctor works in the salon, invasive procedures such as mesotherapy and anything requiring injection into or under the skin may not be performed.
- Massage (16.7): salons may not offer massage other than what skin and body care require. “SPA treatments” are listed among the permitted services of the body care unit (13.4-h).
Salons that promote treatments reserved for doctors, such as Botox, fillers or hair transplants, also risk referral to the Advertising Board and a criminal complaint under the healthcare promotion regulation (Art. 12/1-d). Meta and Google rules
- Meta: ads may not contain statements of inferiority about physical appearance, close-ups such as pinching fat, or content that generates negative self-perception. Weight-loss products and cosmetic procedures such as fillers, peels, micro-needling, laser and light treatments and micropigmentation may only be advertised to people aged 18+, and before-and-after images for cosmetic products and procedures may only be shown to 18+ audiences (Meta).
- Google: invasive procedures such as cosmetic surgery and injections count as health in personalised advertising; customer lists and lookalike-style audiences can’t be used for them (Google).

7 ad ideas that work for salons, spas and hairdressers
- Show the experience, not the result: steam, foam, hot stones, hands. In the ASMR ad we shot for Head Therapy, we built the film on texture rather than sound, so it still conveys the experience when watched on mute.
- Give a tour: from the relaxation room to the hammam, from the sauna to the massage room. In the film we shot for Aqua+ Spa’s Pendik facility, we followed the guest’s path; it answers a first-timer’s question: “How will I feel there?”
- Introduce the specialist: the face and experience of the aesthetician or therapist build trust faster than a logo.
- Gift cards and seasonal packages: Valentine’s Day, Mother’s Day and New Year are the strongest periods for spa and care services. Gift card ads are also safe because they promise no result.
- Make booking easy: a Google Business Profile, WhatsApp and an online booking link turn interest from ads into appointments.
- Advertise nearby: salon customers usually come from within a few kilometres; radius targeting avoids waste. Remember the 18+ age limit for cosmetic procedures.
- Customer content, with consent: for non-medical services such as hair and make-up transformations, customer posts work very well, but agree the scope of use in writing first. Since 1 August 2026, influencer collaborations in Turkey must also be clearly disclosed as ads.
