How much do Instagram ads cost in Turkey? There is no fixed price. Meta sells ad space in an auction: you set a daily or lifetime budget, and it is spent on results such as impressions, clicks or messages. For a company in Turkey in 2026, four items make up the real cost: the ad budget, the 5% location fee Meta has added since 1 July 2026 to ads shown to people in Turkey, 20% VAT and the 15% withholding tax on payments for online advertising. If you work with an agency, its management fee comes on top.
In short, a TRY 10,000 ad budget (about €180) costs a VAT-registered Turkish company roughly TRY 12,350 once taxes are included. This article works through that calculation, quotes Meta’s budget rules from its own help pages and explains how to size your budget. At BEF Agency we manage 96 active ad accounts; the practical advice below comes from them. Euro amounts use the Central Bank of the Republic of Türkiye rate of 25 September 2026 (€1 ≈ TRY 55.7).
Short answer: Ads Manager shows the minimum budget for each ad set; Meta publishes no fixed lira amount. Plan a weekly budget of at least 50 times the expected cost of the result you want, and remember that invoices carry a 5% location fee and that companies withhold 15% tax.
How much do Instagram ads cost, and why is there no fixed price?
Instagram ads are sold through Meta’s ad system. Advertisers who want the same audience compete in an auction, and the price depends on the size of the audience, competition, the season (New Year and November sales, for example) and the quality of your ad. Two brands can get very different results from the same budget.
Be careful with the “1,000 impressions on Instagram cost X lira” figures circulating online. In the top Turkish price guides, the cost per 1,000 impressions (CPM) ranges from TRY 4 to TRY 150, and none of them cites a source; some are translations of old dollar averages. No current, sourced lira average for Turkey has been published. The only reliable number for you is the one a two-week test in your own account produces.

Meta’s minimum budget rules
- No fixed minimum: Meta says minimum budgets vary by country, objective, budget type, bid strategy and currency. If your budget is below the floor, Ads Manager shows a warning (Meta: minimum budgets).
- The 5× rule: if you use a cost-per-result goal, your daily budget should be at least five times that goal.
- Lifetime budgets too: the minimum is calculated per day but also applies to lifetime budgets; a 5-day campaign needs at least five times the daily minimum (Meta).
- New ad accounts: a new account must spend the equivalent of $10 billed on impressions before it can switch to another charging option (Meta).
How is a daily budget spent?
A daily budget doesn’t mean “exactly this much every day”. Meta may spend up to 75% more than your daily budget on days with better opportunities, but no more than seven times the daily budget in a Sunday-to-Saturday week (Meta: how budgets are spent). A campaign with a TRY 1,000 daily budget may spend TRY 1,750 on one day, but never more than TRY 7,000 in the week.
How big should your Instagram ad budget be?
Size the budget from the cost of the result you want, not from gut feeling. Meta suggests waiting until an ad set has generated about 50 optimisation events (messages, leads, purchases) since its last significant edit before judging its costs (Meta). The practical calculation:
- Pick your result: a WhatsApp message, a lead form, a purchase or a profile visit.
- Estimate what one result will cost. Without past campaigns, find out with a small test.
- Make the weekly budget at least “50 × estimated cost per result”; the daily budget is a seventh of that.
Example: say a message costs you TRY 60 on average. Fifty messages need TRY 3,000 a week, about TRY 430 a day. You can advertise with less; the system just learns more slowly and results fluctuate. These numbers are an example; costs in your sector will differ.

- Location fee: since 1 July 2026 Meta adds a 5% location fee to ads shown to people in Turkey; it is based on where the audience is, not where the advertiser is. TRY 5 on every TRY 100 of ads (Webtekno).
- Withholding tax: under Presidential Decision No. 476, since 1 January 2019 15% tax is withheld from payments to foreign companies for online advertising (Official Gazette, 19.12.2018). Because Meta invoices the full amount, the withheld tax comes out of the advertiser’s pocket. How this withholding fits with double tax treaties has been disputed in Turkish tax courts; confirm your position with your accountant.
- VAT: the standard rate is 20%. For services bought from abroad, VAT-registered companies declare the tax on return No. 2 and deduct it in the same period (MuhasebeNews).
- Digital services tax: this one is paid by the platform, not the advertiser. The rate fell from 7.5% to 5% on 1 January 2026 and will fall to 2.5% on 1 January 2027 (Official Gazette, 25.12.2025). Whether Meta will lower its location fee accordingly is not yet known.
Does the price depend on the ad format?
There is no separate rate card for Stories, Reels, the feed or Explore; they are all priced in the same auction. Leaving placements automatic (Meta’s Advantage+ placements) lets the budget move to whichever placement delivers cheaper results at the time. In our experience the creative matters more than the placement: vertical videos that show the product or a person in the first second, and still make sense on mute, bring cheaper results.
Boost or Ads Manager?
The “Boost” button in the Instagram app turns a post into an ad in a few taps, with limited objective and audience options. Ads Manager gives you full control over the objective, audience, placements, A/B tests and conversion tracking. Boosting is fine for a trial; if you want sales or leads, use Ads Manager.
How to run Instagram ads: 7 steps
- Switch your Instagram account to a professional account and connect it to your Meta business portfolio.
- Open the ad account in your own business portfolio; choosing Turkish lira as the currency removes exchange-rate risk. Add your tax number to the billing details.
- If you expect sales or leads on your website, set up the Meta Pixel and the Conversions API.
- Choose the campaign objective in Ads Manager: awareness, traffic, engagement, leads or sales.
- Define the audience by location, age and interests; local businesses should use radius targeting.
- Prepare at least two creatives in vertical (9:16) video and image formats.
- Set the budget and schedule, then publish. According to Meta, most ads are reviewed within 24 hours (Meta: ads in review).
Agency management fees
Ad management is a service separate from the budget. The Turkish services marketplace Armut shows an average of TRY 3,000–17,500 for Instagram ad management in September 2026.
