How Google Ads prices are set in Turkey in 2026: cost per click, Google’s daily and monthly budget rules, the 4.5% Turkey fee, VAT and agency management fees.

How much does Google Ads cost? There is no fixed price and no minimum spend: you set the budget, and the auction sets what you pay per click. In 2026, invoices for Google ads shown in Turkey carry a 4.5% Turkey Regulatory Operating Cost and 20% VAT. If you work with an agency, its management fee is paid separately; in price lists published in September 2026 it starts at TRY 4,000 a month (about €72) and reaches TRY 75,000 for large accounts and TRY 85,000 in competitive sectors such as healthcare.
This article explains, based on Google’s own help pages, how the price is formed, how budgets are spent and what the real cost is with taxes. It also shares the practical budget calculation we use across the 96 active Google Ads and Meta Ads accounts we manage. Euro amounts use the Central Bank of the Republic of Türkiye rate of 25 September 2026 (€1 ≈ TRY 55.7).
Short answer: Google Ads has no minimum budget; cost per click ranges from a few lira to over a hundred depending on the sector and competition. Work out your monthly budget backwards from the number of conversions you want, and add the 4.5% operating cost, 20% VAT and any agency fee.
How are Google Ads prices set?
Google Ads is an auction. When someone searches, “Ad Rank” decides which of the advertisers competing for that search appear and in what order. According to Google, Ad Rank depends on your bid, the quality of your ad and landing page, Ad Rank thresholds, the competitiveness of the auction, the context of the search and the expected impact of your assets (Google).
The good news: you don’t pay your full bid. The actual cost per click is the minimum needed to clear the thresholds and beat the advertiser directly below you, so it is usually less than your maximum bid (Google).
A common mix-up: the 1–10 Quality Score is, in Google’s words, not an input in the ad auction but a diagnostic tool. It tells you about expected click-through rate, ad relevance and landing page experience (Google). Improving those three still raises the quality of your ad, and with it what you pay.

How much does Google Ads cost? Is there a minimum budget?
No minimum. In Google’s words: “There’s no minimum spending commitment. You set and control your own budget.” (Google). But a small budget doesn’t work in every sector: where a click costs over TRY 100, a TRY 200 daily budget buys two clicks a day.
How are daily and monthly budgets spent?
According to Google, most campaigns can spend up to twice the average daily budget on a given day, but you are never charged more than 30.4 times the average daily budget in a month (365 days divided by 12 months). If spend goes over these limits, Google covers the difference (Google). A campaign with a TRY 1,000 daily budget may spend TRY 2,000 on one day, but you will be billed at most TRY 30,400 for the month.
What does a click cost in each sector?
The most reliable estimate for your own sector comes from Google Ads’ Keyword Planner. The low end of its “top of page bid” range is roughly the 20th percentile of what advertisers have paid, and the high end roughly the 80th percentile (Google).

These are keyword tool estimates, not real auction prices; your own account will differ with quality, location and competition. How to work out a monthly Google Ads budget
Work backwards from your goal:
- Goal: how many leads, calls or sales do you want a month?
- Conversion rate: what share of visitors fill in a form or call?
- Cost per click: from Keyword Planner or a small test.
Monthly budget = target conversions × cost per click ÷ conversion rate. Example: with a TRY 12 cost per click and a 5% conversion rate, one conversion costs TRY 240; 50 conversions a month need a TRY 12,000 budget (about €215), plus the 4.5% operating cost and VAT. These are example figures; your landing page drives the conversion rate more than anything, so money spent on the website also lowers your ad costs.
The real cost with taxes: 4.5% Turkey fee, VAT and withholding
- Turkey Regulatory Operating Cost: Google adds an operating cost as a separate invoice line for ads shown in Turkey. The rate fell from 7% to 4.5% on 1 January 2026, and VAT is charged on it (Google). Behind the cut is the fall in Turkey’s digital services tax from 7.5% to 5% in 2026; that tax drops to 2.5% on 1 January 2027 (Official Gazette).
- VAT: according to Google, all Google Ads accounts served by Google Turkey are subject to VAT at Turkey’s standard rate (Google). The rate is 20%; VAT-registered companies can deduct it.
- Withholding tax depends on who invoices you: if the invoice comes from Google’s Turkish company (Google Reklamcılık ve Pazarlama Ltd. Şti.), the withholding rate on online advertising payments to Turkish companies is 0% under Presidential Decision No. 476. If it comes from Google Ireland, 15% withholding and a reverse-charge VAT return apply (Official Gazette). Check the company name at the top of your invoice and confirm with your accountant.

Across the 8 agency price lists we reviewed, four models stand out:
- Fixed monthly fee: TRY 4,000–10,000 (€72–180) for small single-channel accounts; TRY 12,000–30,000 (€215–540) for mid-size accounts with several campaigns; TRY 30,000–75,000 (€540–1,350) for large multi-channel accounts.
- Tiered by budget: one list charges TRY 5,000, 9,000, 17,500 and 29,000 for monthly ad budgets of TRY 12,000, 24,000, 60,000 and 120,000.
- By sector: one list charges TRY 7,000–15,000 for service businesses, TRY 15,000–25,000 for e-commerce and TRY 15,000–85,000 for healthcare.
- Percentage of spend: some agencies charge 10–15% of ad spend.
- Setup fee: some agencies charge a one-off TRY 6,000–36,000 for the first month.
The Turkish services marketplace Armut shows an average of TRY 3,000–20,000 for Google Ads management.
In whose name should the account be opened?
Yours. Google’s guide for advertisers says third-party agencies must set up a separate Google Ads account for the client (Google). Google’s transparency rules for agencies are clear too: fees must be disclosed in writing, the customer ID must be provided on request, and reports must show the exact amount charged by Google, excluding any fees (Google). One more point: an account’s currency is set permanently when it is created and can’t be changed later (Google); for businesses in Turkey, choosing Turkish lira removes currency risk.
